National Automotive Council Requests to Site Test Center at SMEDAN’S Industrial Development Centre land in Zaira

The Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) has granted the request of the National Automotive Council, (NAC) to use part of her Industrial Development Centre (IDC) land in Zaria to site an automotive test centre. To this end, a formal Memorandum of Understanding (MOU) would be signed by the two Federal Government-owned Agencies.
 Speaking in a joint meeting between SMEDAN and NAC delegates, the Director-General of NAC, Engineer Aminu Jalal said, the request was in line with the Council’s mandate to ensure that vehicles conform to safety and environmental standards.  The Centre would be made up of material and vehicle evaluation laboratory and an Office block. An architectural design for this was presented to SMEDAN by NAC.
 The Director-General of SMEDAN, Alhaji Muhammad Nadada Umar, said the Council’s request was a welcome idea. According to him, ever since the Federal Ministry of Commerce and Industry handed IDCs over to SMEDAN, on 13th of October, 2010, he had always wished they (IDCs) developed in the line of clusters economically, technologically and otherwise. “We will do better when placed together with other sectors.  The location of an automotive test centre, near SMEDAN, will go a long way in developing MSMEs. When you talk of MSME development, you talk of innovation, and innovation is brought about by technology”.  
It was also agreed that SMEDAN team visit the Zaria IDC with an Architect, who would come out with a layout of the NAC centre inside of the SMEDAN IDC. The aim of the visit would be to know how NAC could comfortably fit in there.
The Director-General of SMEDAN, at this juncture, suggested that a Joint Committee (of SMEDAN & NAC) be formed after the visit, to draft a Memorandum of Understanding (MOU) in this regard.   
 The Director-General of NAC was accompanied by the Council’s Director of Infrastructure, Engineer W.K. Odeforo.

SMEDAN PLANS MSME RATING DATABASE

The Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), in
collaboration with Dun and Bradstreet, a world leading source of commercial
information and insight on businesses, is planning to establish a National
Micro, Small and Medium Enterprises (MSMEs) Rating Database to provide a common
standard for evaluating, categorizing and monitoring the performance of SMEs in
the country.

The proposed rating database is to serve as a catalyst for SME growth, access to
finance and job creation in Nigeria, with a view of assisting financial
institutions
with a standard and reliable mechanism to support due diligence
procedures for MSME lending.
Speaking at a Stakeholders Forum and Executive briefing at the SMEDAN
Headquarters in Abuja, the Director-General of SMEDAN, Alhaji Muhammad Nadada
Umar said that the Agency aims to promote free information flow between the
commercial and development banks and other specialized funding agencies in
providing credit to MSMEs through the scheme.
‘’The rating database’’ he said, ‘’will institute a  reliable process and
benchmark to assess and rate Nigerian MSMEs based on standardized criteria and
policies thereby providing reliable database for funding decisions by financial
institutions. With this service, MSMEs that are duly registered and rated in the
database will have easier access to funding’’.
Alhaji Umar added that already, SMEDAN, in partnership with the National Bureau
of Statistics
is putting mechanisms in place to formalize SMEs in the informal
sector with a view of facilitating their access to loans with the lowest
interest rates, urging the Central Bank of Nigeria to assist the efforts in this
regard.
While commending the apex bank for earmarking 200 billion Naira for the SME
Credit Guarantee Scheme, he urged it to do more to save the sector from heavy
reliance on imported technologies just as he recommended that the federal
government inject looted funds which it has recovered into the development of
MSMEs in the country.
The rating database, which has been successfully established by Dun and
Bradstreet
in related economies like India, Bangladesh and the United Arab
Emirates
, will assist the growth of ‘strong’ MSMEs that maintain impeccable
track business performances over time and will also serve as a foundation for
continuous monitoring of MSMEs in the country.
Furthermore, the scheme is expected to create the conducive environment needed
for MSMEs, especially the ‘weak’ ones, to develop, reduce transaction time and
cost for commercial banks to assess MSMEs for credit facilities, and encourage
financial support from international donor agencies and improve trade
opportunities.
In his detailed presentation of the scheme, Mr. Richard C. Opara of Dun and
Bradstreet Nigeria, emphasized that for it to succeed, the proposed rating
database must be centralized for easy access, it must be nationally accepted and
consistently applied, adding that the scheme on a larger scale, would promote
nation-building whereby bright ideas from developers who might not have the
necessary funds would be presented with the opportunity to translate their ideas
into reality and sustain them over the years.
‘’SMEs have come to be recognized as the primary drivers for job creation in the
economy as they make up about 80 percent of the population. With such a huge
percentage of the population in the informal sector, the main barriers to their
growth among other challenges remain accessible finance and lack of
infrastructure.
‘’ These challenges have persisted because financial lenders have too many
requests from people who have the zeal to establish businesses, but who do not
have upfront collateral to secure the loans needed to finance such ventures. No
bank wants to deal with a ‘weak’ company whose information is insufficient or
untraceable, hence, the significance of the database’’.
 He proposed for the establishment of a Stakeholders Coordination Committee
which would oversee the planning and execution of the scheme while expressing
confidence that with SMEDAN and other relevant stakeholders, the informal sector
can be driven to move the economy forward.
The Forum was attended by representatives from the Central Bank of Nigeria
(CBN), Bank of Industry (BOI), Unity Bank, Ecobank, Nigerian Export and Import
Bank (NEXIM), Bank of Agriculture, Federal Ministry of Commerce and Industry,
First Mutual Microfinance Bank, National Boundary Commission and SMEDAN.

NORTHERN NIGERIAN STUDENTS HONOUR SMEDAN D-G

The Director-General of Small and Medium Enterprises Development Agency of Nigeria [SMEDAN], Muhammad Nadada Umar, has bagged two more Awards. Nadada Umar, who already has strings of Honours and Awards in his kitty, was on Tuesday presented with “The Icon of Greater Nigeria” and “Youth Ambassador for Change” Awards by the National Association of Northern Nigeria Students [NANNS].








President of the Association, Comrade Ibrahim Alih, noted that the Award was their “kind and modest way of appreciating repeated and unsolicited countless contributions to nation building”. In doing this, he stressed, the Association was fully convinced that the movement towards a unified nation as exemplified by the life and times of Alhaji Umar would continue in the right direction and his dreams never forgotten in a hurry when Nigeria would celebrate 100 years of independence. “On that day, 1st October 2060, Nigerians and students will have cause to smile and tell the world that the journey started with Alhaji Umar who gave the Northern Students direction to be where we are,” Alih added.


Extolling the virtues of Muhammad Nadada Umar, the student leader said the SMEDAN Chief Executive “is a detribalized Nigerian, very accommodating, well exposed and has equally traversed the length and breadth of this country in service to fatherland. His impeccable credentials are unquestionable and have particularly dominated the management of the Agency with well reasoned arguments always winning his battles on the altar of equity, fair play, transparency and accountability”.











According to Comrade Ibrahim Alih, the Association carefully assessed Nadada’s leadership roles in recent times and collectively agreed that he is a trail blazer, a mentor and an achiever. “The Association is compelled by your positive contributions in this [MSME] sector of nation’s economy which are having direct impact on our citizenry to honour your eminence with the prestigious Awards”, Comrade Alih told the SMEDAN Chief Executive.


In his acceptance speech, the Director-General of SMEDAN, Muhammad Nadada Umar, said the Award had given him the impetus to do more. Educating the students on the mandate of the Agency, Nadada noted that the development of micro, small and medium enterprises [MSME] sub-sector was crucial to the nation’s economic growth, political stability and national security. He therefore challenged the students to embrace entrepreneurship, adding that SMEDAN was ready to partner with the students to transform them to top-flight industrialists and entrepreneurs in the mould of Alhaji Aliko Dangote, Dr. Mike Adenuga and Mr. Femi Otedola. To this effect, the SMEDAN Director-General pledged to include graduating students from the nation’s universities in the Agency’s Youth Entrepreneurship Programme in the future.


Furthermore, he promised to assist the students who benefited from the Agency’s entrepreneurship training to form Cooperative Societies in order to facilitate their access to working capital. He cited the Bank of Agriculture [BoA], Bank of Industry [BoI], National Economic Reconstruction Fund [NERFUND] and the Central Bank of Nigeria [CBN’s] SME Credit Guarantee Scheme as availble business finance widows available to budding entrepreneurs.
